I'm wondering if this is surplus stock from the pandemic. It's a contactless switch to allow you to turn the lights in a room on and off without touching the switch. You simply wave your hand in front of it to turn them on or off.
The circuitry is better than expected, and even has a Bright Power PSU chip.
Other than that the operation is fairly straightforward. The microcontroller pulses the infrared LED on and off at high frequency, and the standard remote control receiver then detects when that light is reflected, and signals to the microcontroller to turn the relay on or off.
This type of switch may be affected by infrared remote controls being operated in its vicinity, and can also be oversensitive to reflective objects and high visibility clothing due to the retroreflective stripes. So it only suits some locations.
