“I love DC as a captive domicile. You can have captives all over the world. You can be in Malta, you can be in Hawaii, you can be in Bermuda, you can be in the Caymans, or you can be domestic. Most states in the US have captive domiciles. Delaware is pretty much where most of the captives go to."
