The scheme includes:

A Code of Conduct that disability workers must comply with, regardless of how they are funded. An independent complaints service, with power to investigate the conduct of disability workers. Voluntary registration, which involves the Board setting registration standards for registered Victorian disability workers and registering Victorian disability workers
