Tim and Tom discuss the UK government's new plan to 'regulate' the four professional divisions of the English Football League. 

There's a lot of disagreement in this episode as Tim broadly agrees with the idea behind the plan but Tom is unconvinced that more regulation will make things  better and questions whether the true motives are in the best interests of the fans or the government.
