A very difficult question is the center of a pending statewide bill. Depending on your personal situation, "Is homelessness a crime?" can be discussed with polar opposite responses.
Wisconsin Bill 669 is currently pending and addresses homelessness as a crime with repercussions including fines and imprisonment up to 30 days.
WOSH Morning Show host, Phil Cianciola, reached out to Oshkosh Day By Day Shelter founder Tina Haffeman for her interpretation of the pending bill. Tina is currently involved with Neenah ESTHER (Empowerment Solidarity Truth Hope Equity Reform), working with those in need of assistance.
