The question "What is Vladimir Putin thinking?" might easily be answered with "Exactly what he is telling us." His most recent demands match his most recent tactical actions: Engage in siege warfare to acquire unconditional surrender. Putin is highly intelligent. He is being direct with people who are never direct. They will fall into whatever he's got for them.
