The book of Isaiah covers the full spectrum of God's plan for His people. He established them in grace. They turned away from Him and went after their sin. Their sins will result in judgment. But God is still willing and longing to receive them back again to Himself, if they repent of their sins. We see the grace and love of God leaving their unmistakable marks in all of His works.
