According to this Islamic ruling and fatwa of Shafi fiqh, the person who recites Iqamah has full choice to recite it from any place. There is no fixed or specific place required for Iqamah. However, since the purpose of Iqamah is to alert people to prepare for the congregational prayer, it is better to recite it behind the Imam in the middle row. Islamic scholars also state that it is mustahab to recite Iqamah at a place different from where the Adhan was called.
