The management of the COVID-19 pandemic in Italy is complicated by the not easy political-institutional dialogue between the central government and the local administrations of Regioni, bedeviled by the desultory power-sharing design determined with the 2001 constitutional reform  (so-called "devolution" to the Regioni, which changed Title V of the  Constitution and, in particular, Article 117). 

[Article 120 of the Constitution (the emergency power of the central  government to bypass the local governments, in this case "for public  safety and security") is not considered here]
