While working within the municipal sector, Jennifer’s goal was to maximize savings while reducing bureaucracy within the competitive bid process. Her bright-eyes idealism quickly began to wain when she started to see the dark-side within public procurement – corruption within competitive bid process.

Something was definitely broken within the process and she had a burning need to bring honor back to the profession of public procurement. It didn’t take her long to realize that for any change to occur it had to come from the outside and at arms length.

In 2013, she formed DOCK24 Inc. She provides the 3 levels of government expertise within public procurement. She is often found providing workshop to government staff on Code of Ethics or auditing departmental procurement practices.
