Jesus' sending of the twelve to the lost sheep of the house of Israel serves as the beginning of apostolic ministry, a foundation of the church. As His apostles are sent out, they are authorized and instructed to begin their ministry the way He began His: by healing and preaching the kingdom of heaven at hand.
