The government's renewable energy goals may be harder to reach, as wind farms struggle with costs and difficulty setting up.
There's a push for 100 percent renewable energy by 2035 - the country's currently on about 85 percent.
NZ Windfarms CEO John Worth told Mike Yardley it's extremely difficult to obtain resource consent for a wind farm.
He said a lot aren't being built because it's not economically attractive in the current market.
"So we are the only de-regulated power market that doesn't see investment in wind farming, and we think that's something of a structural failure for the industry."
