Most of us have been the bully before, even if it was just once. As grown folks, we don't call it bullying. We call it gossip, being petty, pulling our card, or whatever makes us less week. With the use of social media, it's hard not to share a funny meme of a person minding their business, and someone decides to take a picture to publicly shame them. We don't think of it as public shaming, b/c we don't know that person.  
 Nobody likes to be talked about negatively especially publicly, even the most zero fucks given person has insecurities. Think about it, what if you were caught slipping doing something embarrassing (whatever embarrassing is to you) and the whole world sees it and plays it over and over. It takes a very self-confident person to withstand that, and the average person skews their FB to fit their best self. We all hide a little bit of ourselves, even an attention seeking person hides something.
