CHILD SOLDIERS. MINORITIES. EDUCATION. It's a program funded by the Department of Defense. And it's gotten a lot of heat from the media recently. The Junior Reserve Officer's Training Corps aims to build disciplinary skills in high schools across the country. High schools that are located in majority-black and majority-Latino ZIP codes. Ones that are burdened by the cost of the JROTC and don't have enough prep courses for college. Maybe the JROTC is truthfully a leadership program. Maybe it's spreading more exposure to guns in an already violent country,
