When Hashem asked the Jews if they wanted the Torah they responded with the famous response "Na'aseh Ve'nishama" meaning we will do then we will hear.

The "we will do" was going on the relationship, they were just excited that the creator was communicating with them and its that relationship with Hashem that they wanted foremost.

Before we even received the Torah a father son relationship was formed, us and the Creator.
