On April 1 New York's Consumer Directed Personal Assistance Program is being switched to one company from about 600 community-based organizations. Hudson Mohawk Magazine's Blaise Bryant spoke with a Consumer Julie Farrar about the switch. This is the first of a three-part conversation.
