Erinome: Hello dear friends, today we are going to talk about a serious online issue called "kai he". Have you heard this term before?

Enceladus: Hmm, "kai he"? I’m not sure. What does it mean exactly?

Erinome: Oh, it’s like a harmful online behavior. Some people call it "human flesh search" too. You know, when someone’s personal information gets leaked online.

Enceladus: Oh right! Like their address, phone number, or ID details? That sounds scary.

Erinome: Exactly! And after that, the person gets a lot of bad things—insults, rumors, and even many strange calls or messages bombing them. Oh no, that must be so stressful.

Enceladus: Sad to hear that. Why would people do this? It’s so mean.

Erinome: Maybe because of arguments online, or just to hurt others. But recently, the government is taking action! The Central Cyberspace Administration just released a notice to stop this "kai he" mess.

Enceladus: Wow, really? What did they do?

Erinome: They said they have a "zero tolerance" attitude. And guess what? Three big websites were punished already!

Enceladus: Oh, that’s good. But how do they stop it from the start?

Erinome: A专家 named Zhi Zhenfeng said they’re focusing on three things. First, stop collecting too much personal info. Like, when we use apps, we give our info too often, right? That makes it easy for bad people to get it.

Enceladus: Oh right! I always have to fill in my phone number or ID for apps. Sometimes I even forget where I’ve given my info.

Erinome: Exactly! That’s the problem. Zhi Zhenfeng said it’s a "system project"—not just one department. The Cyberspace Administration, Ministry of Industry, Public Security Bureau… they all need to work together.

Enceladus: So it’s not just websites? Other groups help too?

Erinome: Yes! Because personal info leaks can’t be reversed. Stopping new leaks is super important.

Enceladus: I remember reading some cases. Like, some celebrities and video creators (UP主) were "kai he" too?

Erinome: Oh yes! Just a while ago, many UP主 reported this. One called Chuan Lie said his family got harassed—his parents, sister, even his sister’s in-laws! They got so many bad calls and messages.

Enceladus: Oh no! That’s so terrible. How did the bad people get their info?

Erinome: Some bad guys even sell this service! Like, 180 yuan to "kai he" a person. They can get address, work place, family contacts in 30 minutes. Wow, that’s scary fast.

Enceladus: Is this illegal? Can they go to jail?

Erinome: Yes! The law says if you collect and share personal info without permission, it’s a crime. The "Guiding Opinions on Punishing Cyber Violence" says it might be "Infringing on Citizens' Personal Information Crime".

Enceladus: What’s the punishment?

Erinome: For serious cases, up to 3 years in jail. If it’s really bad, 3 to 7 years! And just recently, police caught a group in 18 provinces—over 40 people, even two minors. One minor got 10 days detention!

Enceladus: Minors? That’s sad. They should know better.

Erinome: Right. So, what can we do to protect ourselves?

Enceladus: Maybe don’t share too much info online? Like, not posting our address or phone number publicly.

Erinome: Exactly! And be careful with apps that ask for too much info. If an app doesn’t need your ID to work, don’t give it!

Enceladus: Also, if we see someone being "kai he", we should report it to the website or police, right?

Erinome: Yes! That’s important. The government is working hard, but we need to help too.

Enceladus: It’s good to hear the government is taking action. "Zero tolerance" really shows they care.

Erinome: For sure. No one should live in fear because of online harassment. Personal info is private, and we all need to keep it safe.

Enceladus: Yeah. Let’s hope this "kai he" mess stops soon. People should be kind online.

Erinome: Totally. Okay, that's it for today. Remember, protect your personal info, stay alert, and be nice to others online. Let's talk again next time!

Enceladus: Bye everyone! Stay safe!
