The IRS, FBI, EPA and other federal agencies are violating taxpayers' Fourth Amendment rights through the Electronic Communications Privacy Act. The ECPA is an outdated piece of legislation from 1986 that is being used by federal agencies to gain access to personal information on the Internet without a warrant.
