Once in Israel he discovered that the structure of Jewish communities in Israel was absent - as synagogues were merely a place of prayer and not of communal support. Together with his rabbi in Israel, Rabbi Fine created the Barkai program that trains Israeli rabbi in the skill necessary to serve their community.
