We have been taught that it is prayer that opens heaven, but is that the truth?

According to Luke Gospel, in chapter 3:21-22; we tend to think that the heavens opened because he prayed having been baptized by John. But, a careful look at Matthew Gospel, in chapter 3:13-17; we're made to understand that it wasn't prayer that opened the heavens. It was righteousness. It was as He fulfilled all righteousness that the heavens opened.

Elijah versus the Prophets of Baal in 1Kings 18; lucidly avers that prayer doesn't open heavens, else the heavens would have opened in response to the prayers of the four hundred and fifty Prophets of Baal.
