The Beaumont, TX area wasn't supposed to be in Harvey's path.  Not only was the area in the path, it's been hit hard!  With a good chunk of money going towards disaster relief in Texas, what happens if California gets hit hard by an earthquake, wildfire or other disaster?  Why is it that every time it's hot in Southern California, the power companies beg us to cut back on our usage?  UC Berkeley's Severin Borenstein explains.
