Just as Hashgacha Pratis exists for a Tzadik, where Hashem is involved in every detail of his life, similarly the same is true for an individual who may have drifted away. The only difference is that with a Tzadik it’s revealed and with a drifter who covers his eyes, so to speak, Hashem conceals Hashgacha Pratis so that it might appear that things are being run according to nature. Therefore, occasionally Hashem sends him a reminder that allows him to re-open his eyes and see how Hashem is intimately involved in every detail of his life. This is what Moshe tells Hashem- to only punish Korach and spare everybody else, because the others simply got carried away. This will reveal that Hashem knows what is going on in everyone’s heart and is intimately involved with everyone’s lives-and therefore Hashem spares them.
