Lance Norman: Concern over push for NZ to be smokefree by 2025

Some dairies are still selling single cigarettes to teens.
The goal for New Zealand to become smokefree by 2025 is getting further out of reach, with still 16 per cent of us smoking.
Hapai Te Hauora chief executive Lance Norman told Larry Williams people are concerned that driving up the price of cigarettes will create a black market - but he says that already exists.
"The enforcement is quite tough and it is also tricky to catch them because the kids who are buying them aren't going to dob in the dairies because they are getting access to a single cigarette."
