Michael Cross is a meteorological student in the Cape Verde Islands studying how hurricanes form. He befriends a local weatherman named Makbar Arandatu who is also interested in studying them. Makbar discovers that there just may be a way to predict if hurricanes will be small or large ones. But it seems that someone in the Military High Command of Russia is also interested in this information.
