The Lay Judges Act is set to become effective on January 1, 2023. 

The Judicial Yuan, Taiwan's highest judicial body,  has allocated NT$220 million (US $7.3 million) for next year to promote its various causes. Over half of the money will be spent on promoting the Lay Judges Act. On Monday, a civic group called Taiwan Jury strongly criticized this budget. It urged the Judicial Yuan to address the core problems of judicial reforms and fair trials, rather than spending an astronomical figure on promotion.

 

Earlier this week, several other civic groups, including the Judicial Reform Foundation and the Taiwan Association for Human rights, established an alliance to subject the Lay Judges Act to scrutiny. They called for more openness and transparency because they say the act, promoted by the Judicial Yuan and the justice ministry, is neither open nor transparent. They said the government should allow the public to participate in budgeting, planning, implementing, and evaluating the act. The alliance also says that public participation is needed not just in criminal trials, but also in other related measures such as administrative procedures.
