The villainous Lawrence Limburger has a machine that shrinks buildings down and contains them within marbles, meanwhile his cronies all go on strike so he hires General Pulverizer to train some new evil alien G.I. Joe recruits. Pulverize then betrays Limburger and sends the evil Joes into Chicago to blow up buildings so the debris can be shot up to a giant coffee grinder in space.
