This dissertation explores the development of emotional intelligence (EI) in effective Federal Government leaders. The research uses a phenomenological approach, interviewing award-winning executives to understand their experiences. The study investigates how experiential and situated learning contribute to the growth of EI within this specific leadership context. Findings reveal diverse factors, social and cultural dynamics, and the integration of personal and professional life as key influences on EI development. Ultimately, the work aims to provide insights for leader development practices within the Federal government, emphasizing the importance of experience and interpersonal skills alongside cognitive abilities.
