Lessons from Brazil Scaling Up Slum Upgrading and Prevention through National Policies and Program

The launch of a national slum upgrading and affordable housing program in Brazil under the Acceleration Growth Program (PAC) enabled upgrading of slums and production of social housing to reach scale in the country. This was made possible by the implementation of important policy and institutional reforms at the national level, including the creation of the Ministry of Cities, formulation of a National Housing Policy, and establishment of a National Housing Finance System. This institutional architecture provided the implementing framework for a two-pronged approach, consisting of curative (PAC Favela) and preventive (Minha Casa Minha Vida) programs. This webinar will offer the opportunity to better understand the broader slum context and housing deficit, policy evolution, the national institutional framework, as well as the key lessons from implementing Brazil's national flagship programs to address the challenges of existing and future slums.
