When the U.S. Department of Defense couldn't adapt its military operations to meet modern challenges in the Cold War, Congress stepped in to pass the landmark Goldwater-Nichols Defense Reorganization Act of 1986. This Act created the modern Joint Force and set conditions for U.S. military dominance for 40 years. Now, as the DoD struggles to adapt its acquisitions and development systems to keep pace with the speed and efficiency of a resurgent China, it may be time for Congress to step in again.
