Most Americans have never read the Church Committee report.
Maybe they should.
In the 1950s, 60s, and 70s, the federal government used surveillance powers against Americans exercising constitutional rights. Congress investigated those abuses and concluded that senior officials believed national security placed them above the law.
That investigation eventually led to FISA.
