The Lieutenant Governor is the second highest elected official in North Carolina government. When a State Senate vote ends in a tie, the Lieutenant Governor casts the deciding vote; they are the only official with specific duties and powers in two branches of state government. The Lieutenant Governor must be ready to become the Governor if the Governor is absent, passes away, or becomes incapacitated.
