to say that you support or agree with something without doing anything to prove it

The professors all pay lip service to welcoming every point of view, but most really do not.

A lot of adults pay lip service to the idea that it is important to listen to teenagers' ideas, but they tend to listen and then forget.

Is this a real promise, or is this just lip service?

So far all we've gotten from him is lip service.
