Loan payments aren't taxes - Culture

The UN member states sometimes consider loan payments to other countries as taxes when paying them. This isn't that they consider them to be taxes, but they pay them as if they are taxes. The people within those countries classify the loan payments as paying taxes. The amount to pay the loan/credit at times is received through the taxes, but the payment isn't taxes. It is simply installment payment. This means that after being pooled through tax contribution, it is then payed as an installment.
