NOAA special agents investigated and discovered the defendants were importing catfish species banned from entry into the US and instead of declaring the true species, they fraudulently labeled the shipments as rohu and carpfish, which are legally permitted for importance. And the mislabeling was documented in customs paperwork and commercial invoices."
