A report by the Primary Teachers Union says 41 percent of senior teachers were subjected to violence last year.
NZEI President Lynda Stuart told Mike Hosking there is an urgent need for more resources and staff.
"We've got children who have got significantly challenging behaviours or learning difficulties which cause great frustration for them."
She says children with learning difficulties often lash out in frustration.
"Parents are really wanting to get help for their children as well and what we are finding is that there's just not the resources."
