When souls choose not to cross over at the time of death, they remain addicted to whatever it was that they were addicted to before death. Their cause of death shows; mental illness and emotions also remain.
In the case of the lost soul's residual addiction, they still crave the addicting source. They stand next to embodied people during their cigarette break, in the bar enjoying cocktail hour, or with the person in the adult peep show who thinks they are having a private moment. Guess what: they are not! Lost souls huddle close to smell the fumes or are peeking over one's shoulder while watching adult movies. As the saying goes, old habits die hard.
