I came across a age old topic or saying of money can't buy happiness. It's true but everybody who doesn't have their needs met will tell you that they would rather be a sad millionaire and wipe their tears with 100 dollar bills.

California is providing incentives for everyone in 76 zipcode that make a certain amount or is considered low income up to 9500 to trade in a 2005 or earlier to purchase a new or used plug in, or hybrid vehicle.
