Health and safety laws are proving too much for sports volunteers with some allegedly throwing in the towel.

A former All Black and Waikato Sport CEO is backing a member's bill which would exclude low-hours volunteer associations from the Health and Safety Act.

Matthew Cooper told Mike Hosking it is  too much to hang over the head of someone who just wants to help out with sport.

"There is a big fear they will be held liable and fined if they don't comply with the rules."
