Public service workers with MBIE have also been balloted on their support for work stoppages - with results due to come out next week.

Employment lawyer Max Whitehead told Mike Hosking there is a risk unionists could take advantage of the current climate.

"Amendments come into the Employment Relations Act which are really going to empower the unions and really going to give them a lot more unions."
