Jack Sawyer purchased weapons to commit his crimes and also laid his plans out in detail in his diary, but the courts have decided that they can not charge him because he didn't actually any crimes. Pat ponders whether the justice system got this one right and opens up bigger discussions about whether you can charge someone just off of what they are intending to do and also about how we can help and deal with people who are battling strong mental health issues.
