Long ago Dex received a gift card with $17.56. Dex forgot about this, but his evil twin brother Rex did not! Now Rex is holding the city ransom and leaving clues in intervals of 1,756 around the city to make Dex understand how to solve the issue. 

These siblings sure have some stuff to work through, but Dex's city-wide surveillance program has some issues of its own.
