I did a website review for David Epstein and his site, www.MyTreasuredArt.com. He has a website he reports has been online for a number of years. Personally I think it is an outstanding service he offers.. He'll actually take a digital photo and convert it to a beautiful oil painting, not a digital painting but an actual by-the-brushstroke painting at a very reasonable cost.
