“民族互嵌”不仅是以汉制“夷”，还有“以夷制夷”

日前由新疆伊犁自治州人大颁布的“各民族交往交流交融促进条例”，是把习近平早在2014年的治疆讲话中首次提出的“民族互嵌”的少数民族治理手段“法制化”的开端。而这个“民族互嵌”的要害是“让各族人口在空间地理上合理布局”，说白了就是要把单一少数民族聚居区变成多民族的混居、杂居区！
