These leaders now needed to be trained in the more complex civil laws so they would understand them fully and be able to judge with wisdom. The scriptures were written to a people of a different time and culture than us and therefore a simple reading of them can be misleading unless we are taught the nuances of the ancient culture it was written to before applying them to current times and cultures.
