A development agreement for a proposed 96- home subdivision in Willard stalled at its first city council review July 10 after officials found that key exhibits were missing and one section of legal wording needed clarification. The project, called The Orchards at Willard, would create 96 residential lots on 48.13 acres, an average of two lots per acre, under the city’s master planned community zoning. That designation allows some flexibility in lot sizes and layouts as long as the overall density stays within the agreed cap.
