Conservationists are concerned about changes in Gov. Dannel P. Malloy's budget proposal to the new Passport to the Parks program, saying the change would meek it easier to cut funding for parks. The program, created as part of the current budget, attaches a fee to motor vehicle registrations as way to raise funds for state parks.
