Deputy Attorney General Rod Rosenstein announced today that special counsel Robert Mueller indicted 13 Russian nationals and three Russian entities with charges related to interference in the 2016 presidential election. The indictments confused some pundits and politicians on Capitol Hill because no Americans were charged.
