A shortage of housing in Toronto has caused a lot of landlords to offer illegal rooming houses. Back in December of 2022, City Council voted to overhaul the city’s bylaws concerning these multi-tenant homes. As it stands now, licensed rooming houses are allowed in only certain parts of the city but prohibited in East York, Scarborough and North York. This will change in March 2024, but property owners must follow a new set of guidelines and licensing requirements.
