Groups like the American Soybean Association applauded the EPA and the Army Corps of Engineers for proposing a more workable version of the “Waters of the U.S.” rule for agriculture, and traders with knowledge of the deal told Reuters that China bought at least 14 cargoes of U.S. soybeans.
