The United States and North Korea can't agree on denuclearisation until they agree on what it means.
US Secretary of State Mike Pompeo is having rare high-level talks with top-ranking North Korean politician Kim Young-chol in New York.
The meeting is a precursor to a potential summit between Kim Jon-un and Donald Trump.
The BBC's Nick Bryant told Mike Hosking that, at this stage, the biggest disagreement is over semantics.
"The big stumbling block seems to be what is meant by denuclearisation of the Korean peninsula. You think it's a pretty simple idea but there do seem to be very different definitions of that."
